<p><strong>The Position:</strong></p><br><p>UNFPA Iraq, in partnership with the Ministry of Planning (MoP), seeks to recruit a qualified national consultant to develop a comprehensive National Policy for Adolescent Development that strengthens adolescents' capacities and opportunities, protects their rights, empowers them to participate actively in social, economic, and cultural life, and provides a safe and supportive environment for their growth, thereby contributing to the development of human capital capable of advancing sustainable development.<br> National and international indicators show that adolescents (aged 10–18 years) constitute a significant proportion of Iraq's population and represent the future of the country's social and economic development. However, they face multiple and interconnected challenges that negatively affect their physical and mental health, educational attainment, and future opportunities.<br> These challenges are multidimensional, involving human, financial, legal, and institutional factors, making it essential to establish a comprehensive and integrated national policy.<br><strong>Key Contributing Factors</strong><br> 1.Human Factors<br> Limited capacity-building programmes for parents, teachers, and caregivers to address thespecific needs of adolescents.<br> Insufficient community awareness programmes addressing behavioural and health risks facing adolescents, including substance abuse, violence, and school dropout.<br> High unemployment and poverty rates in some areas, contributing to social risks such as child labour and early marriage.<br> 2.Financial Factors<br> Insufficient budget allocations for adolescent-focused programmes despite the size andimportance of this population group.<br> Heavy reliance on external or short-term funding, undermining the sustainability of services.<br> Lack of clear financing mechanisms for local initiatives targeting adolescents, particularly in rural and underserved areas.<br> Limited investment in adolescent-friendly infrastructure, including youth centres and safe cultural and sports spaces.</p><br><p><strong>How you can make a difference:</strong></p><br><p>UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. All deliverables shall be submitted electronically in editable Microsoft Office formats (Word, Excel and PowerPoint, as applicable) and PDF. Final reports and policy documents shall be submitted in both editable and PDF versions, together with all supporting datasets, analytical tables, presentations, and source files. Hard copies may be requested by UNFPA and the Ministry of Planning for the final approved documents. </p><br><p><strong>Deliverables:</strong> </p><br><ul> <li>1st deliverable: Draft report no later than 1st October 2026. 1st instalment (50%) of total payment. </li> <li>2nd deliverable: Final draft report no later than 15 November 2026. 2nd instalment (50%) of total payment</li></ul><p><strong>Monitoring and progress control, including reporting requirements, periodicity format and deadline:</strong></p><br><p>The consultant will work under the overall supervision of the UNFPA Programme Specialist and in close coordination with the Ministry of Planning. Progress will be monitored through regular coordination meetings, technical review sessions, and submission of agreed deliverables according to the approved workplan.<br> </p><br><p><strong>The consultant shall:</strong></p><br><ul> <li>Submit an Inception Report within the first two weeks outlining the methodology, workplan, and timeline.</li> <li>Provide bi-weekly progress updates summarizing activities completed, challenges encountered, and planned next steps.</li> <li>Participate in regular technical coordination meetings with UNFPA and the Ministry of Planning, as requested.</li> <li>Submit all draft deliverables for technical review and incorporate comments received from UNFPA, the Ministry of Planning, and relevant stakeholders.</li> <li>Present findings during consultation and validation workshops.</li> <li>Submit the final deliverables in accordance with the agreed timeline and to the satisfaction of UNFPA.</li></ul><p>Acceptance of each deliverable will be subject to UNFPA's technical review and written approval before proceeding to the subsequent milestone.</p><br><p><strong>Supervisory arrangements:</strong></p><br><p>The consultant will report directly to the UNFPA Programme Specialist, SRH and UNFPA Census Advisor and work closely with the Ministry of Planning, Human Development Directorate, and other relevant government counterparts.</p><br><p><strong>Expected travel:</strong></p><br><p>Travel within Iraq, including Baghdad and the Kurdistan Region, to facilitate consultations, workshops and validation meetings.</p><br><p><strong>Qualifications and Experience: </strong></p><br><p><strong>Education: </strong></p><br><p>An expert specializing in social policy and adolescent development to provide technical support throughout all stages of developing the national policy. <p>Overview ***This position is physically located in Balad, Iraq*** Under supervision of the Director of Operations, performs a full range of tasks to ensure Vectrus and its subcontractors have a culture of compliance and zero tolerance for Trafficking in Persons (TIPs) in accordance with (IAW) US Public Law (USPL), the Federal Acquisition Regulations (FAR), USG supplements thereto, as well as Local Laws. Manages employee trainings and implementing other management methods as assigned to ensure compliance with regulations and internal controls. Manages team that reviews and enforces compliance with standards or regulations imposed by contract requirements and the company’s internal guidelines. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Applies knowledge of international standards related to exploitative child labor, forced labor, and human trafficking to specific case contexts. International standards include C138; C182; C029; C105; social, political and economic factors contributing to child labor and forced labor; UN Convention on the Rights of the Child; trafficking in persons, in general; Executive Order 13126 – Prohibition of Acquisition of Products Produced by Forced or Indentured Child Labor; Trade and Development Act of 2000; FAR 52.222-50, KSCR1-2 and Trafficking Victims Protection Act. Conducts substantive legal and regulatory research on Human Trafficking & labor issues + Manages a the CTIPS training program and reviews training materials, compliance plans, pay slips, financials and program management practices/policies to ensure compliance to applicable requirements. Responds within 24 hours to allegations, audit findings or requests for investigation, compliance audits or advocacy services for potential victims of human trafficking. <p><h4>Duties</h4>
<p>Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.<br>
Ensure Property Department compliance with Property Management and Control Procedures.<br>
Conduct random compliance audits on all sites and departments in Iraq.<br>
Develop and execute corrective action plans for audit deficiencies and inventory accountable property.<br>
Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>
Identify problem areas and recommend viable solutions.<br>
Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and/or the Logistics and Property Manager.<br>
Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying lost, damaged, and destroyed property as well as excessive consumption.<br>
Work closely with Property Custodians to ensure overall accountability of assets.<br>
Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities for any purpose, and protection during movement.<br>
Conduct country-wide Property Training on a yearly basis as well as establish training plans for new hire employees and refresher training.<br>
Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW), and Standard Operating Procedures (SOP).<br>
Develop processes and desktop procedures to maintain continuity of job performance.<br>
Audit logs and status records to ensure completion of lost, damaged, or destroyed items.<br>
Check LTDD packages for accuracy and completion.<br>
Perform additional duties and projects as qualified to perform as assigned.<br>
Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.<br>
Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.</p>
<h4>Required</h4>
<p><strong>Minimum acceptable experience level:</strong> Five years’ experience with overseas Government contracts. Department of State contracts strongly preferred.</p>

<p><strong>Education:</strong><br>
An undergraduate degree is preferred but can be replaced with additional years of Government Property Administration experience.</p>
<p><strong>Licenses and certifications:</strong><br>
Valid driver’s license from home of record.<br>
NPMA Certification or ability to obtain within one year.</p>
<p><strong>Security vetting:</strong><br>
Possessing a Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification prior to being hired is required.</p>
<p><strong>Language skills:</strong><br>
Sufficient English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.</p>
<p><strong>Medical:</strong><br>
Successfully complete and pass the medical and dental examinations as required for deployment. Must maintain physical and dental requirements for duration of deployment.</p>

<h4>Working and living conditions</h4>
<p>This position may be in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environments. Temperatures can reach 120 to 130 degrees Fahrenheit (50 to 55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy for extended periods. Work schedules are a minimum of six days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck and cover’ during emergencies without putting oneself or others at risk.</p></p><p></p>

Coordinate the collection, analysis and use of data relation to PSEAH efforts, in line with relevant IOM data protection standards, to showcase trends, results and impact.</p><p>5.
