Quality Auditor II is responsible for performance monitoring of program functional areas. Quality Auditor II perform audit surveillances of Program internal procedures to ensure compliance and continuous improvement of processes. Responsibilities also include gathering and analyzing data and recommending courses of action to improve performance or resolve problems. Ensures all quality systems comply with ISO 9001-2015 standards. This position will report to the Quality Manager or designee. <p>The post holder is responsible for the daily management of the Standards, Quality Assurance & Compliance (SQC) team, and supporting the Head of Security Operations Support (HoSOS). This is a key role and includes ensuring that all Security Business Unit Departments and Sections adhere to external regulations, laws, and internal policies; identifying and rectifying non-compliance issues through audits; ensuring that processes, products, and services consistently meet AvSec quality standards and preventing defects through systematic activities and continuous improvement.
A solid knowledge of compliance, audit and quality assurance systems and processes is vital, along with the ability to forge relationships with other sub departments and when required, the airport directorate, agencies and external stakeholders.
Key Areas of Responsibility:
a) Leadership: Lead and manage the Standards, Quality Assurance and Compliance Section and its team of staff members.
b) Security provision: To ensure the airport’s security operations meet international standards, comply with ICAO Annex 17, IATA security protocols, and ICAA regulations, while embedding quality assurance, and compliance oversight into all security functions.
c) Security Standards Development: Define and maintain security operational standards across passenger screening, baggage handling, cargo security access control. Align security procedures with ICAO, IATA and ICAA requirements. Maintain the library of SEC documentation, and develop and update programs, Manuals, Plans and SOPs for security functions as required.
d) Quality Assurance: Establish & manage a Security Quality Management System. Conduct audits, inspections and performance reviews of security checkpoints, K9 Units and surveillance systems. Monitor security service delivery against Key Point Indicators (KPIs) and international benchmarks. Implement corrective & preventative measures to address deficiencies.
e) Compliance Oversight: Ensure compliance with aviation security regulations, including ICAO Annex 17 and national directives. Liaise with ICAA and international regulators during inspections and certifications. Maintain documentation and evidence for regulatory audits and certifications. Report compliance risks and mitigation strategies to the Security Headquarters.
f) Risk & Incident Integration: Collaborate with the Airport Safety Management System (SMS) and utilize the Security Management System (SeMS) to integrate security compliance findings into risk assessments. Support incident investigations (e.g. security breaches, prohibited items, etc.) and embed lessons learned into revised standards.
g) Training Awareness: Liaise with the Security Training Team and develop training modules on security standards, compliance and quality assurance for airport security staff. Promote a culture of vigilance, compliance and continuous improvement. Undertake training delivery in support of the Security Training Team, as required.
h) SQC Reporting: Prepare structured reports with clear recommendations and highlight compliance risks with mitigation strategies.</p><p>Education: National Level 3 AvSec Manager or equivalent, Quality Assurance, Auditing or a related field, ISO 9001 Quality Management System Certification or equivalent, Managing Safely (IOSH) or equivalent, Possess an AvSec Training qualification.
Experience: Applicant must have an aviation background in quality assurance, compliance & audit roles. Minimum of 2 years in an Aviation security management role with domestic and/or international experience. Experience of operating in post conflict, multicultural & low infrastructure environments. Minimum of 3 years working within an airport and/or other highly regulated, physical security-based establishment
Computer Skills: Knowledgeable in Microsoft Office suit (user´s perspective) and able to manage other specific project/management software, provided the adequate training.
Language Skills: Solid knowledge and command of written and spoken English. Arabic language skills are desirable.
Training Requirements: Have experience in training delivery in an airport environment.

<p>Support the overall implementation of the social cohesion and tribal engagement programme in Iraq, including its financial, administrative and technical implementation, in compliance with IOM policies and standards, conflict-sensitive programming standards, as well as donor requirements, agreed timeline and deliverables.</p><p><br></p><p>In coordination with the Programme Manager, coordinate the work of all staff assigned to the programme, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific activities.</p><p><br></p><p>Maintain close collaboration and contribute to strengthening the partnerships with tribal leaders, community actors, government counterparts, UN agencies, and civil society organizations to support coherent, coordinated, and peace-positive engagement across target locations.</p><p><br></p><p>Draft and produce high-quality progress and other reports, including donor reports and thematic briefs, and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.</p><p><br></p><p>Provide technical support in analyzing conflict dynamics, emerging tensions, and social cohesion trends in view of strategic, programmatic and programme-specific funding opportunities.</p><p><br></p><p>Contribute to the identification of emerging and donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or initiate new programme development process in Iraq, and draft projects proposals, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.</p><p><br></p><p>In coordination with the Programme Manager, facilitate adequate information management on programme’s activities through regular updates, summaries, talking points, and other relevant materials that promote IOM’s visibility in Iraq and ensuring alignment with donor visibility requirements.</p><p><br></p><p>Assist in conducting conflict analysis and contextual assessments to identify potential activities to be implemented as part of the tribal engagement and social cohesion programme in line with IOM mandate and the priorities established by the Government and partners in Iraq.</p><p><br></p><p>Contribute to the development of relevant monitoring and evaluation plans and tools to track programme objectives and benchmarks, measure progress and effectiveness, make recommendation on suitable course corrections, and supporting further development and improvements.</p><p><br></p><p>Ensure adequate information management on programme related activities including awareness raising and visibility; provide regular updates, summaries, and other relevant materials, in coordination with the donor and IOM’s Public Information Department.</p><p><br></p><p>Participate in relevant coordination meetings, donor engagements, community forums, and technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM’s social cohesion and tribal engagement activities.</p><p><br></p><p>Participate in relevant UN working groups and activities to encourage the mainstreaming of peacebuilding and conflict-sensitive approaches into United Nations frameworks.</p><p><br></p><p>Perform such other duties as may be assigned.</p><p><br></p><p><b>Qualifications</b></p><p>Required Qualifications and Experience</p><p><br></p><p><b>Education</b></p><p><br></p><p>Master’s degree in Peacebuilding, International Relations, Social Sciences, Resource Management, Conflict Resolution, Political Science, or a related field from an accredited academic institution with two years of relevant professional experience; <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Under the supervision of the PMO Quality Senior Manager, the Quality Manager is responsible to provide a Total Quality Management System that anticipates & resolves potential quality problems & provides continuous oversight necessary to perform throughout the LOGCAP AOR. Oversee all quality-related functions, including Program-level Quality Surveillance/Audit, Customer Feedback Program, process Improvements, Document Control. This position also coordinates activities with various intermediate managers throughout the program.</p><p>Provides expert knowledge and experience in running a comprehensive Quality Management system for the program. Possess the technical ability to develop executive Corrective Action Plan in response to third party nonconformance reports (NCR). Coordinates the correction of minor problems with the functional area managers and acts as liaison with the Government Contract Officer Representatives (CORs) and Quality Assurance Representatives (QARs). Evaluate how overall work center performance is meeting Performance Work Statement (PWS) requirements. Implements ISO 9001:2015 Standards. Ensures processes and procedures required are executed in compliance with project specifications, standards and safety and security requirements. Review Work-center Plans, Standard Operating Procedures (SOP), Internal Operating Procedures (IOP) and Work Instructions (WI), to ensure they provide proper operational information and direction for performing all tasks. <li>Legal and policy: Adapt legal and policy outputs, such as analysis, guidance notes, training materials, engagement tools, and dissemination materials to local contexts and to diverse audiences to support programme implementation Review the coherency and quality of locally used and/or developed legal and policy outputs to ensure alignment with Geneva Call approaches and standards, and flags gaps or inconsistencies Provide support on thematic legal and policy questions in alignment with the mission s thematic priorities Support engagement with relevant external stakeholders with legal and policy input, including local authorities and donors Propose improvement to legal and policy outputs, tools, and approaches based on local experience Provide legal and policy input for internal and donor reporting Support the integration of gender and intersectional perspectives into legal and policy outputs, including engagement tools, training modules, and dissemination material</li>
<li>Research: Contribute to research projects with legal and policy input to research methodologies, data collection, and analysis</li>
<li>Training and Capacity Strengthening: Train and support field staff and partners on international humanitarian law and human rights and thematics in alignment with the mission s thematic priorities. Contextualize and adapt awareness raising, training, and training of trainer modules for local contexts and programme needs Promote consistent application of Geneva Call s legal and policy approaches and standards across the field team Provide on the job mentoring to field teams and partners to strengthen legal and policy integration into programme implementation</li>
<li>Engagement tools and approaches: Support the design and adaptation of engagement approaches, methodologies, and tools to fit the local context Support compliance assessments or evaluations of commitments and associate activities with legal and policy input</li>
<li>Local law monitoring: Monitor relevant local legal and regulatory developments and flag potential implications for Geneva Call s operations and programme implementation Support the mission s compliance with applicable local legal frameworks by providing input and analysis as required.</li>
</ul><p><strong>Desired Candidate Profile</strong></p><ul>
<li>Bachelor or higher degree in Law or related field (e.g. international relations, political science)</li>
<li>At least 6 years of overall work experience, including 2 or more relevant legal and policy work experience</li>
<li>Familiarity with local legal frameworks applicable to INGOs</li>
<li>Full professional proficiency in Arabic and English, written and spoken.</li>
</ul>
<p><strong>Education (Desirable)</strong></p>

<li>Master degree in international law, International Humanitarian Law, Human Rights Law, International Relations or a related field; or equivalent certified training</li>
