<p>Under the overall guidance of the Project Manager and the direct supervision of the Lead Civil Engineer, the Civil Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency, and integrity:</p>

<p>Embed sustainability dimensions including social and gender inclusion, as well as Health, Safety, Security, and Environmental (HSSE) aspects into the project during the design and construction phases; Ensure PSEA measures are implemented throughout the project implementation, as per the country PSEA action plan; Perform other related duties as required by the Project Manager.</p>
<p>Supervise and monitor contractors setting-out and construction activities, ensuring full compliance with contract specifications, approved work plans, and project requirements in terms of scope, timeline, and budget; Conduct daily site visits to monitor work progress, identify issues, and propose practical engineering solutions in coordination with the Project Manager and Lead Civil Engineer; Responsible for preparation of progress reports on construction activities, according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager; Assess and report on the project closing plans, archiving of cost and progress report and hand over all related reports to the Project Manager; Evaluate and assess work schedules and programmes, including the comparison with the schedule baselines and reports to the Project Manager accordingly; Check all laboratory reports, operation and maintenance manuals, and keep records and report to the Project Manager accordingly; Assess the work activities of contractor/s, measure completed work, and make recommendations to the Project Manager for progress payments to contractors.</p>
<p>Carry out on-site technical inspections and assessments to ensure that all construction activities comply with client`s quality standards and approved project specifications. Maintain accurate records and compile periodic and ad hoc reports in accordance with client`s procedures and reporting requirements.</p>
<p>Conduct site inspections, testing, and quantity verification, and review/approve technical submittals including shop drawings, material approvals, and as-built documentation. Maintain records, compile periodic reports and any specific reports required by client`s standard procedures; Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of labor force, and monitoring of quality of such during the progress of works; Check, verify and approve the interim payments submitted by the Contractor/s and submit detailed reports to the Project Manager.</p>
<p>Maintain accurate records of site activities, inspections, incidents and progress, ensuring timely submission of reports (weekly/monthly/quarterly). Support project closure through commissioning, handover and archiving of construction documentation. Assist in compiling periodic and specific reports, and ensure all project documentation is up-to-date and properly filed. Support the Project Team in overseeing change controls, risk and issue registers, and ensure timely and accurate reporting on project progress.</p>
<p>Ensure that lessons learned and challenges are documented throughout the project implementation and shared with the project team; Participate in knowledge-sharing initiatives and contributing insights and lessons learned.</p>

<p>A minimum of 2 years of experience in development and coordination within agricultural, water resources , or related projects, particularly in irrigation (Open Channels and Closed Pipe System) and water-related activities, is required. Experience in site supervision, as well as monitoring and evaluation, is required. Experience working on international and/or local projects in conflict-affected areas is preferred. Experience in implementing and delivering projects for international organizations is considered an asset. Experience in report writing, data analysis, and document drafting is desirable. Experience in Health and Safety Management is desirable. Experience in quality assurance and quality control (QA/QC) for infrastructure projects is desirable. The consultancy will work closely with the Ministries of Education (MoE) in Federal Iraq and Kurdistan Region of Iraq (KRI) and their General Directorates of Education (GDoEs) at the sub-national level to strengthen public finance management (PFM) practices and promote more equitable, efficient, and child-centred investments in education, with a particular focus on early childhood education (ECE) and pre-primary education. PFM is a critical enabler for realizing children s rights and improving their well-being, particularly in the education sector. Transparent, equitable, and efficient allocation and utilization of public resources are essential to ensure that children benefit from government budgets, policies, and programmes. This is especially important in ECE, where underinvestment and unequal access continue to limit developmental opportunities and contribute to long-term inequalities.</p><p>The consultancy aligns with the priorities outlined in the Iraq National Education Strategy (INES) 2020-2030, particularly Pillar 3: Governance, Educational Management and Finance, which emphasizes strengthening the legislative, administrative, planning, and financial capacities of the education system to improve education service delivery. Recognizing that PF4C implementation and advocacy must remain responsive to evolving government processes, policy opportunities, and sector priorities, the consultancy will adopt a flexible and adaptive approach. While the overarching objective of the assignment is to support government systems in becoming more transparent, equitable, efficient, and results-oriented in the allocation and use of public resources for children in education, a key focus for this assignment will be the development of a PFM/PF4C framework for education, capacity building of key MoE and GDoE staff in PFM, and facilitating UNICEF s high-level advocacy for PFM grounded in the principles of equity, efficiency, transparency, and accountability.</p><p>In practical terms, the consultancy will support the collection of education financing and expenditure data at both national and sub-national levels to inform PF4C evidence generation, policy dialogue, advocacy efforts, and capacity building.
