<p>Paragon is searching for a Head of Finance for an E&P company in Iraq. This is a rotational role (35 x35) based in Iraq and reports to Head of International Financial Operations. Ensure timely submission according to schedule.</li><li>Review and monitor all balance sheet reconciliations and reconciling items to ensure a healthy balance sheet position is attained by the Company.</li><li>Act as necessary on timely clearance of old balances (if any).</li><li>Review and approve balance confirmation required by external auditors when requested, including for vendor s auditors.</li></ul><p>Tax & Payroll</p><ul><li>Review and ensure timely filing of annual and periodic tax returns applicable to the company s operations in the region and resolve in a timely manner any issues arising in close co-ordination with Finance Head Office.</li><li>Review and monitor all tax related balance sheet reconciliations and reconciling items to ensure a healthy balance sheet position is attained by the Company.</li><li>Act as necessary on timely clearance of old balances (if any).</li><li>Ensure sufficient and timely payments are made to tax authorities covering WHT and CIT.</li><li>Reduce or eliminate as possible penalties relating to non-compliance imposed by Tax Authorities.</li><li>Review and approve monthly payroll related reports and payments on a timely basis.</li><li>Ensure local employee s payroll is processed on time in line with employment contracts.</li></ul><p>Management Accounting</p><ul><li>Direct and supervise together with line manager the Group 5-Year Business and Annual Operating Plan and Budget and its revision with close co-ordinations with Finance Head Office.</li><li>Direct and supervise preparation of Annual Work Program & Budget (WP&B) and its narrative as per Agreement (PSA/PSC/EDPSA/C)) and lead the MCM.</li><li>Direct and supervise the preparation of variance report and cost control through detailed General Ledger and budget analysis to ensure cost correctly captured and reported to enable full cost recovery. Adverse trends identified; recommend measures to address issues (including non-conformities).</li><li>As required informs management of recommended courses of action to mitigate losses and maximize profits, when significant events occur that can adversely affect the business long-term goals.</li><li>Work closely with all budget holders to ensure any variances explained, addressed and acted upon, and forecast numbers captured and reported. <p><strong>The Position:</strong></p><br><p>UNFPA Iraq, in partnership with the Ministry of Planning (MoP), seeks to recruit a qualified national consultant to develop a comprehensive National Policy for Adolescent Development that strengthens adolescents' capacities and opportunities, protects their rights, empowers them to participate actively in social, economic, and cultural life, and provides a safe and supportive environment for their growth, thereby contributing to the development of human capital capable of advancing sustainable development.<br> National and international indicators show that adolescents (aged 10–18 years) constitute a significant proportion of Iraq's population and represent the future of the country's social and economic development. However, they face multiple and interconnected challenges that negatively affect their physical and mental health, educational attainment, and future opportunities.<br> These challenges are multidimensional, involving human, financial, legal, and institutional factors, making it essential to establish a comprehensive and integrated national policy.<br><strong>Key Contributing Factors</strong><br> 1.Human Factors<br> Limited capacity-building programmes for parents, teachers, and caregivers to address thespecific needs of adolescents.<br> Insufficient community awareness programmes addressing behavioural and health risks facing adolescents, including substance abuse, violence, and school dropout.<br> High unemployment and poverty rates in some areas, contributing to social risks such as child labour and early marriage.<br> 2.Financial Factors<br> Insufficient budget allocations for adolescent-focused programmes despite the size andimportance of this population group.<br> Heavy reliance on external or short-term funding, undermining the sustainability of services.<br> Lack of clear financing mechanisms for local initiatives targeting adolescents, particularly in rural and underserved areas.<br> Limited investment in adolescent-friendly infrastructure, including youth centres and safe cultural and sports spaces.</p><br><p><strong>How you can make a difference:</strong></p><br><p>UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. Final reports and policy documents shall be submitted in both editable and PDF versions, together with all supporting datasets, analytical tables, presentations, and source files. Progress will be monitored through regular coordination meetings, technical review sessions, and submission of agreed deliverables according to the approved workplan.<br> </p><br><p><strong>The consultant shall:</strong></p><br><ul> <li>Submit an Inception Report within the first two weeks outlining the methodology, workplan, and timeline.</li> <li>Provide bi-weekly progress updates summarizing activities completed, challenges encountered, and planned next steps.</li> <li>Participate in regular technical coordination meetings with UNFPA and the Ministry of Planning, as requested.</li> <li>Submit all draft deliverables for technical review and incorporate comments received from UNFPA, the Ministry of Planning, and relevant stakeholders.</li> <li>Present findings during consultation and validation workshops.</li> <li>Submit the final deliverables in accordance with the agreed timeline and to the satisfaction of UNFPA.</li></ul><p>Acceptance of each deliverable will be subject to UNFPA's technical review and written approval before proceeding to the subsequent milestone.</p><br><p><strong>Supervisory arrangements:</strong></p><br><p>The consultant will report directly to the UNFPA Programme Specialist, SRH and UNFPA Census Advisor and work closely with the Ministry of Planning, Human Development Directorate, and other relevant government counterparts.</p><br><p><strong>Expected travel:</strong></p><br><p>Travel within Iraq, including Baghdad and the Kurdistan Region, to facilitate consultations, workshops and validation meetings.</p><br><p><strong>Qualifications and Experience: </strong></p><br><p><strong>Education: </strong></p><br><p>An expert specializing in social policy and adolescent development to provide technical support throughout all stages of developing the national policy. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Assistant Community-Based Protection Officer works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Assistant Community-Based Protection Officer is required to spend a substantial percentage of the workday outside the office, building and maintaining networks within communities of persons of concern (PoC). The development and maintenance of constructive relationships with PoC that measurably impact and enhance protection planning, programming and results form the core of the work of the incumbent. Operational Context:<br>After more than three decades of political turmoil and armed conflict that profoundly affected its population, Iraq is gradually emerging into a period of relative stability. The country is making progress towards sustainable development, including efforts to resolve protracted displacement. Iraq continues to host significant numbers of refugees and asylum-seekers and pursues an inclusive policy that enables their access to national services. Despite these advances, substantial humanitarian and development needs persist.<br>As of the end of 2025, Iraq generously hosts more than 348,600 refugees and asylum-seekers, of whom 88 per cent are Syrian nationals. Approximately 80 per cent of this population resides in the Kurdistan Region of Iraq (KRI). While most refugees and asylum-seekers live in urban and peri-urban areas, around 30 per cent continue to reside in nine refugee camps nationwide. Iraq also continues to have large numbers of internally displaced people (IDPs), including some 102,000 IDPs who live in IDP camps. <br>In this evolving context, UNHCR in Iraq has transitioned from a humanitarian response to an approach that increasingly supports development-oriented solutions. UNHCR works closely with the Government of Iraq and partners to support refugees and asylum-seekers in accessing protection, public services such as education and healthcare, and economic opportunities, while also advancing durable solutions for both refugees and IDPs. <br>Accordingly, UNHCR’s Multi-Year Strategy (2025–2029) envisions that forcibly displaced populations in Iraq will have enhanced access to legal protection, inclusive and quality basic and protection services within national systems and improved economic opportunities.<br>b.
