Communicates surface facility needs and plans to Customer, and obtains corresponding contractual approval. Approves final revision and Engineering and Construction Work Orders and corresponding invoices. Reviews AFE requests and submits for upper management approval. Establishes scope of work with site customer and site representative. Checks design documentation for adequacy to specific site conditions and agreed scope of work. Proposes engineering adjustments to site condition as required. Visits site before and during the project and verifies that applied project procedures by contractor will allow compliance of technical requirements and timely completion. Additional responsibilities include verifying project advance payment and contractor resource allocation; commenting and proposing adjustments to comply with project schedule and budget; verifying safety conditions at site and stop work if required; informing management and personnel of unsafe practice. Also participates in site project meetings with contractor and customer, and coordinates site inspection by QA/QC, HSE and commissioning teams in a timely matter. Prepares periodic reports for upper management.</p><p>Additional Role Responsibilities:</p><ul><li>(1). Supervises the activities of assigned personnel at BIN-UMAR &SINDBAD Stations well site. <p>The field is located 50km to the west of the city of Basra, southern Iraq. The Basra region is home to all six of Iraq’s ports, including the deep-water facility at Umm Qasr.</p>
<p>Rumaila encompasses a vast area of 1,600 square kilometres, extending approximately 80km north to south and 20km west to east, with the main anticline consisting of two domes, South Rumaila and North Rumaila.</p>
<p>Rumaila is part of the Iraq Basra Oil Company (BOC) family of oilfields. It is the largest producing field in Iraq, responsible for producing over 33% of Iraq’s oil. Oil has been produced at Rumaila for well over 50 years. A technical service contract signed in 2009 and extended in 2014, between BOC and BP, Petro-China and the State Oil Marketing Organization (SOMO) is now driving the transformation of Rumaila into a sustainable world-class oilfield for Iraq and its people. <p>Under direct supervision: The Well Engineer is responsible for well proposals and the Basis of Design. Provides Operation Plans and prepares Programs as well as assures technical integrity of Operations planning and execution. Responsible for the day-to-day surveillance of operations. Responsible for the creation of Approval for Expenditure (AFE) and performs cost control of operations. Participates in risk assessment, forecasts and plans medium and long term needs to meet program requirements, and anticipates operational changes and needs. Prepares equipment lists and identifies long lead items. Ensures proper communication within the project. Performs engineering studies to solve recurring problems. Prepares End-of-Well reports and contributes to knowledge management.</p><p>Additional Role Responsibilities: (1) Ability and flexibility to travel to Iraq both domestically and internationally typically 28/28 days per business required. (2) Bachelor's degree in Petroleum Engineering or a relevant Engineering specialization (3) Manages all aspects of rig operations including HS&E, detail well planning, well construction, resourcing, cost reporting, performance management, materials and logistics, service company performance and management systems compliance (4) Manages the team, ensures activities are prioritized effectively and that the team delivers results in line with approved plans and timescales. (5) Develops a high level of responsibility and ownership within the team and promotes continuous improvement in the development of technical expertise and competency, standards and practices, commercial awareness and innovative thinking. <p>Deputises for the MA for any station maintenance needs if MA is not available (Validation / COW / Schedule / etc).</p>

<p>Responsible for progression of their own coaching and development against the MC training matrix – the MA will support timely delivery of direct reports personal delivery plan.</p>

<p>Conducts daily site surveys across all onsite equipment and skids and reports any defects to support safe and reliable operations.</p>
<p>Supports MA and operations team on returning plant to safe operation post planned interventions – timely GOC paperwork closeout (ITRs), people MC1 walkdowns, PSSR sign off.</p>

<p>Have close oversight of contractors for managed activities and review unpriced CTRs.</p>
<p>Engages with BOC and site maintenance leads to confirm alignment on priorities and to ensure readiness and efficient safe execution.</p>

<p>Supporting the MA to ensure effective and efficient asset maintenance, covering multi-discipline preventative (PM) and corrective (CM) maintenance activities completed within the assigned station.</p>
<p>Coordinates the delivery of the 2-week maintenance schedule.</p>
<p>Supports MA and operations team on returning plant to safe operation post planned interventions (also relevant to OE, but included here due to production impact).</p>
<p>Coordinate the support services (scaffolds / cranes / excavation / etc) for maintenance activities by initiating requests and efficiently confirming work completion. Timely removal of hired equipment on completion of work scopes.</p>
<p>Accountable to the MA for maintaining the required daily updates / progress in the O&M tracker and department-specific daily reports.</p>
<p>Supports the MA in planning and maintaining opportune outage / Maint BB for site TAR and system outages.</p>
