<p>Support the overall implementation of the social cohesion and tribal engagement programme in Iraq, including its financial, administrative and technical implementation, in compliance with IOM policies and standards, conflict-sensitive programming standards, as well as donor requirements, agreed timeline and deliverables.</p><p><br></p><p>In coordination with the Programme Manager, coordinate the work of all staff assigned to the programme, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific activities.</p><p><br></p><p>Maintain close collaboration and contribute to strengthening the partnerships with tribal leaders, community actors, government counterparts, UN agencies, and civil society organizations to support coherent, coordinated, and peace-positive engagement across target locations.</p><p><br></p><p>Draft and produce high-quality progress and other reports, including donor reports and thematic briefs, and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.</p><p><br></p><p>Provide technical support in analyzing conflict dynamics, emerging tensions, and social cohesion trends in view of strategic, programmatic and programme-specific funding opportunities.</p><p><br></p><p>Contribute to the identification of emerging and donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or initiate new programme development process in Iraq, and draft projects proposals, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.</p><p><br></p><p>In coordination with the Programme Manager, facilitate adequate information management on programme’s activities through regular updates, summaries, talking points, and other relevant materials that promote IOM’s visibility in Iraq and ensuring alignment with donor visibility requirements.</p><p><br></p><p>Assist in conducting conflict analysis and contextual assessments to identify potential activities to be implemented as part of the tribal engagement and social cohesion programme in line with IOM mandate and the priorities established by the Government and partners in Iraq.</p><p><br></p><p>Contribute to the development of relevant monitoring and evaluation plans and tools to track programme objectives and benchmarks, measure progress and effectiveness, make recommendation on suitable course corrections, and supporting further development and improvements.</p><p><br></p><p>Ensure adequate information management on programme related activities including awareness raising and visibility; The programme aims to support the Government of Iraq and the Kurdistan Regional Government in developing more inclusive, equitable, shock-responsive, and child-sensitive social protection systems.</p><p><br></p><p>Key interventions include supporting the implementation of the national Social Protection Strategy, strengthening institutional capacities, improving social protection delivery systems, generating evidence to inform policy reforms, and piloting innovative approaches to expand access to social protection services for vulnerable populations. The Program Officer also supports the growth of Amideast/Iraq s English language programs by assisting the English Language Program and Training Manager with proposal development, market research, and business development activities. This position requires occasional travel to partner institutions and project sites throughout the Kurdistan Region of Iraq and Federal Iraq.</p><p>RESPONSIBILITIES</p><p>Program Coordination and Implementation</p><ul><li>Supports the implementation and day-to-day coordination of assigned donor-funded programs, ensuring activities are delivered on schedule, within budget, and in compliance with donor requirements and Amideast policies</li><li>Coordinates program planning, participant recruitment, logistics, procurement, communications, and stakeholder coordination</li><li>Monitors program progress, maintains accurate records, tracks budgets and performance indicators, and prepares high-quality reports and supporting documentation</li><li>Identifies implementation challenges, develops practical solutions, and elevates challenges requiring management attention in a timely manner</li><li>Supports the English Language Program and Training Manager in planning, implementing, and continuously improving assigned programs</li></ul><p>Business Development and Proposal Support</p><ul><li>Supports the development of competitive proposals for donor-funded programs and institutional or corporate training opportunities, including proposal narratives, budgets, presentations, and supporting documentation</li><li>Identifies and researches prospective funding opportunities, strategic partnerships, and institutional or corporate clients</li><li>Supports the development and maintenance of relationships with institutional partners and corporate clients, as assigned</li></ul><p>External Relations and Representation</p><ul><li>Supports the development and maintenance of productive working relationships with government counterparts, universities, consultants, program partners, and other stakeholders</li><li>Represents Amideast professionally at meetings, workshops, training events, and other external engagements, as SKILLS</p><p>Required</p><ul><li>Bachelor's degree in international development, education, public administration, business, management, or related field</li><li>Minimum of three years of progressively responsible experience in project coordination, educational program coordination or implementation, international development, or a related field</li><li>Exceptional organizational skills and attention to detail, with the ability to manage multiple priorities and consistently produce high-quality work</li><li>Demonstrated initiative, sound judgment, and the ability to work independently with minimal supervision</li><li>Excellent written and spoken English, including the ability to prepare clear reports, presentations, and professional correspondence</li><li>Professional proficiency in spoken and written Sorani Kurdish</li><li>Strong interpersonal and communication skills, with the ability to build productive working relationships with colleagues and external
