Ensure Property Department compliance with Property Management and Control Procedures.<br>
Conduct random compliance audits on all sites and departments in Iraq.<br>
Develop and execute corrective action plans for audit deficiencies and inventory accountable property.<br>
Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>
Identify problem areas and recommend viable solutions.<br>
Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and/or the Logistics and Property Manager.<br>
Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying lost, damaged, and destroyed property as well as excessive consumption.<br>
Work closely with Property Custodians to ensure overall accountability of assets.<br>
Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities for any purpose, and protection during movement.<br>
Conduct country-wide Property Training on a yearly basis as well as establish training plans for new hire employees and refresher training.<br>
Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW), and Standard Operating Procedures (SOP).<br>
Develop processes and desktop procedures to maintain continuity of job performance.<br>
Audit logs and status records to ensure completion of lost, damaged, or destroyed items.<br>
Check LTDD packages for accuracy and completion.<br>
Perform additional duties and projects as qualified to perform as assigned.<br>
Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.<br>

<p>This position may be in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environments. Temperatures can reach 120 to 130 degrees Fahrenheit (50 to 55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy for extended periods. Work schedules are a minimum of six days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><br></p><p>Project Context and Scope As a part of economic recovery and basic service improvement of conflict affected, climate and other economic affected areas in Iraq, IOM Iraq implements the Enterprise Development Fund (EDF) to support economic development and sustainable job creation within small and medium sized enterprises (SMEs). A key component of the EDF grant which requires further strengthening is the implementation and management of Environmental & Social Action Plans (ESAP), which aim to mitigate environmental and social risks in the SMEs funded by the EDF, as well as improving staff safety and wellbeing. Under the direct supervision of the Project Officer (Livelihoods), and in close collaboration with the Senior Livelihoods Technical Assistant, the Consultant (Environmental and Social Risk Management) will support the operationalisation and strengthening of the ESAP within EDF through a combination of: a) Impact assessment of existing ESAP implementation under the EDF b) Desk review and refinement of ESAP technical processes c) Development of sector-specific and item specific minimum standards and tools d) Capacity building of both EDF Technical and Operational Teams</p><p>The consultant will ensure that ESAP is implemented within the EDF in a feasible, practical, and effective manner, aligned with ESMF guidelines and Iraqi legislation in both the Kurdistan Region of Iraq (KRI) and Federal Iraq (FI). This includes conducting an impact assessment of ESAP implementation, developing sector-specific standards, designing monitoring tools, and delivering capacity building for EDF Technical and Operational Teams.</p><p>Organizational Department / Unit to which the Consultant is contributing The consultant will be operating within the Peace and Recovery Division, under the overall supervision of the EDF Project Officer (Livelihoods) and direct supervision of the Senior Livelihoods Technical Assistant. This opportunity is open to international consultants only. The position is based in Erbil, Iraq, with frequent travel to Baghdad.</p><p><b>Responsibilities </b>Tasks to be performed under this contract The consultant will be responsible for the following phases:</p><p>Phase 1: Desk Review and ESAP Impact Assessment:</p><ul><li>Desk review of the existing end-to-end process for the provision of ESAP funding as part of the EDF grant, including drafting of plans, approvals, field implementation, disbursement of ESAP budget, monitoring and reporting. Identify gaps, bottlenecks and areas for improvement in these current processes. Develop a report evaluating the quality and consistency of ESAP plans previously implemented under EDF.</li><li>Conduct field visits to EDF-supported businesses across diverse sectors and governorates to assess the implementation and effectiveness of ESAP measures in mitigating social risks and compliance with ESMF requirements.</li><li>Collect qualitative and quantitative data during these visits through interviews with business owners, staff, and site observations on the state of its infrastructure.</li><li>Produce an ESAP Impact Assessment Report identifying key findings from the above, lessons learned and actionable recommendations.</li></ul><p>Phase 2: Development of ESAP Systems, Standards, and Tools for EDF</p><ul><li>Based on the report and assessment findings from Phase 1 , develop sector-specific minimum standards for ESAP plans, aligned with ESMF guidelines, Iraqi legislation and feasibility based on allocated budget.</li><li>Develop clear guidance on appropriate ESAP measures and interventions tailored to the main sectors covered by EDF for EDF Technical Team to implement. These standards must then be embedded into new or existing Standard Operating Procedures (SOPs) and enforced during the EDF process.</li><li>Develop monitoring tools and templates to enable EDF Technical Teams to assess ESAP compliance and effectiveness, in collaboration with the EDF Project Officer.</li><li>Validate research findings and proposed amendments through consultation with relevant IOM EDF technical and operational staff and make any adjustments accordingly.</li></ul><p>Phase 3: Capacity Building of EDF Technical & Operational Team Capacity to Identify & Resolve Risks through EDF</p><ul><li>Design and deliver a Training of Trainers (ToT) programme for EDF Technical Team, building staff capacity to identify risks, appropriate ESAP measures and monitor ESAP compliance to ensure quality implementation by operational staff.</li><li>Training of EDF operational field teams to ensure understanding of updated SOPs, tools and sector-specific guidelines.</li><li>Accompany EDF operational field teams to implement based on updated guidelines, as well as EDF technical validation and provide feedback as necessary.</li></ul><p>Objectives of the Assignment The main objective of this consultancy is to develop the Environmental & Social Action Plan component of the EDF grant, to maximise grant impact on the implementation of tailored, sector-specific interventions in the interest of improving staff safety and wellbeing, whilst mitigating risks of environmental impact, complemented by an impact assessment of previous implementation.</p><p>Tangible and measurable outputs of the work assignment</p><br><p><b>Qualifications Required Q</b>ualifications and Experience Education, Experience and/or skills required University degree in Environment Engineering, Environmental Sciences/ Environmental Studies or at least 5 years relevant working experience. Must have prior experience of working with Environmental & Social Management Framework (ESMF) s in a humanitarian context. Strong writing and research design skills, with the ability to express and report results in a concise and clear manner to technical and non-technical audiences.</p><p>Languages For this consultancy, Fluency in English is essential, and working proficiency in Arabic and/or Kurdish is highly desirable. Identify supply chain bottlenecks (value stream mapping) and optimize the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner. Review procurement requests, identify service providers, and evaluate information regarding vendor's performance in terms of quality, prices, and timely delivery of goods/services. Maintain a pool of qualified vendors. Solicit bids, quotations and tender documents, oversee bidding process and provide guidance for executing the procurement transactions, analyze the offers assuring conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; supervise the preparation and processing of the purchase orders, and ensure receiving authorization in line with the CO s delegation of authority (DOA) matrix. Liaise with the programme management and provide first- line technical support in preparing and issuance of Call for Proposals and bidding documents for the tendering processes of the programmes/projects. Ensure bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations. In coordination with relevant parties, ensure timely submission of asset procurement and other reports within the CO, Regional Office and relevant HQ departments, as appropriate. Establish and manage a robust appropriate internal control mechanisms for Supply Chain Management process to safeguard the Organization's assets and prevent fraud, while ensuring that country specific administrative procedures are in place and followed in accordance with the Organization's rules and regulations. Monitor the maintenance and repair of office facilities, including preventive maintenance. e Establishment maintenance agreements with competent service providers, when it is feasible and determined to be cost effective. Supervise, train and guide the SCM staff of CO, while monitoring, evaluating and promoting their professional and career development. Represent the CO in the UN inter-agency meetings and forums related to supply chain management. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives. This role will support business development initiatives, enhance brand visibility, and ensure effective communication with key stakeholders across Iraq.</p><p>Key Responsibilities</p><ul><li>Develop and implement public relations strategies to strengthen SkillUp MENA's brand presence in Iraq.</li><li>Build and maintain strong relationships with government entities, ministries, educational institutions, chambers of commerce, and corporate organizations.</li><li>Coordinate meetings, networking events, conferences, exhibitions, and public engagements.</li><li>Represent SkillUp MENA at industry events and maintain a professional company image.</li><li>Prepare press releases, official statements, presentations, and corporate communications.</li><li>Collaborate with the Marketing team to support campaigns, product launches, and company announcements.</li><li>Identify partnership opportunities with public and private sector organizations.</li><li>Monitor media coverage and provide reports on public perception and market trends.</li><li>Manage crisis communications and support reputation management when required.</li><li>Coordinate sponsorships, community engagement activities, and corporate social responsibility initiatives.</li><li>Support the Sales and Business Development teams by facilitating introductions and strengthening strategic relationships.</li><li>Ensure all external communications align with the company's brand guidelines and objectives.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>Bachelor's degree in Public Relations, Communications, Marketing, Business Administration, Journalism, or a related field.</li><li>3 5 years of experience in Public Relations, Corporate Communications, Government Relations, or Business Development.</li><li>Strong network within the Iraqi public and private sectors is highly preferred.</li><li>Experience working with educational institutions, training providers, or technology companies is an advantage.</li><li>Knowledge of the Iraqi business environment and government processes.</li><li>Excellent communication and interpersonal skills.</li><li>Strong relationship-building and networking abilities.</li><li>Public speaking and presentation skills.</li><li>Event planning and coordination.</li><li>Media relations and corporate communications.</li><li>Negotiation and stakeholder management.</li><li>Problem-solving and organizational skills.</li><li>Ability to manage multiple priorities and deadlines.</li><li>Proficiency in Microsoft Office and digital communication tools.</li><li>Fluent in Arabic; English proficiency is required.</li></ul><p></p></section>
