<p><h4>Job Description</h4>
<p>The quality construction inspector will support the U.S. Department of State contract in Iraq. Under specific direction, the inspector will apply knowledge and experience of facility systems in the construction and modification of horizontal and vertical applications and support services for LCC department. They will demonstrate knowledge of setting and meeting key performance indicators, to include the verification of compliance metrics in preliminary laydown, during construction phases and then final and acceptance inspections, utilizing the framework Amentum standards, OBO and DoS policies and regulations, local and international construction codes and standards (ICCS).</p>
<p>This position will be responsible for providing oversight and collaboration of standards at construction sites, with the monitoring of construction teams, providing oversight in mechanical, electrical and plumbing functions, directing inspections and managing work requirements, utilizing skills and knowledge requiring flexibility, adaptability, and responsiveness. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.</p>
<h4>Duties:</h4>
<ul>
<li>Provide specific support of construction techniques and improvements and facilitate verification of products and/or service support applications, recommend training, tools, and methods for sound and safe construction principles.</li>
<li>Align the quality management function with the performance needs of the product line and/or service support application.</li>
<li>Manage and maintain project portfolios, adhere to policies and procedures, the basis being ISO 9001:2015 standard requirements, understand OBO and DoS maintenance practices and policies, and USACE requirements.</li>
<li>Maintain an audit schedule, and perform audits of procedures, reporting requirements, plans, programs, and keeping records, reviewing cut sheets, horizontal and vertical building codes.</li>
<li>Conduct site inspection, verification of safety practices and procedures, material deliveries and product/materials standards.</li>
<li>Record data and analyze performance of material testing, hardness, and slump testing, project change bulletins and change orders.</li>
<li>Track deficiencies and work with management to define corrective action plans and close out deficiencies, understand CAPA principles and methods.</li>
<li>Collect and analyze data to determine performance trends on mechanical, electrical and plumbing systems and assist in-house teams in repairs, oversee and direct sub-contractors work and products, be aware of new product lines, parts and manufacturing techniques.</li>
<li>Prepare and provide daily, weekly and monthly reports to management, document progress and compliance by reporting and photographs, must obtain RSO photo badge approval.</li>
<li>Ensure quality-related training is provided by the program and sub-contractor employees.</li>
<li>Implement, maintain program instructions, plans, and SOPs. Ensure archives and libraries are reviewed and revised on a planned and scheduled timetable.</li>

<h4>Required:</h4>
<p><strong>Minimum acceptable experience level:</strong></p>
<ul>
<li>Five (5) years’ experience in quality assurance/control in construction projects.</li>
<li>Five (5) years’ experience as a quality management professional, supporting a DoD or DoS program.</li>
<li>At least two (2) years’ international experience in challenging locations, preferably the Middle East.</li>
</ul>
<p><strong>Knowledge, skills, and abilities:</strong></p>

<li>Knowledge of all principles and processes involved in quality construction management.</li>
<li>Ability to collect, analyze, and summarize data and to prepare clear and concise reports.</li>

<p><strong>Education/Certification:</strong> Certification of quality construction inspector, or eight (8) years’ related experience and/or education.</p>

<p><strong>Security vetting:</strong> Must be able to obtain and maintain a secret US government clearance. Note: US citizenship is required to obtain a secret clearance.</p>

<p>This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit / 50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods.</p>
<p>Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. KBR office</p><br><br><p>28/28 rotation</p><br><br><br><p><b>Job Purpose</b></p><br><br><ul><li>Define piping design bases, codes, standards, and deliverables to ensure safe, reliable, and cost-effective solutions.</li><li>Single point of contact for Piping deliverables and Activities related to Piping Materials </li><li>Interface with client, Vendor and other stakeholders for successful execution of the project</li><li>Coordinate with multi-disciplinary teams (process, mechanical, civil, electrical, instrumentation) and vendors to ensure integrated piping systems.</li><li>Mentor engineers, drive quality, and ensure schedule adherence for piping deliverables across project phases.</li></ul><br><p><b>Key Responsibilities</b></p><br><br><ul><li>Develop and review piping design basis, piping material specifications, datasheets, and technical bid evaluations.</li><li>Ensure compliance with applicable codes and standards and project-specific requirements.</li></ul><ul><li>Development of standard deliverables, various datasheets, and requisition packages related to piping.</li><li>Experience in Non-metallic Piping (GRE / HDPE) Procurement and specs.</li><li>Provide in-depth technical support for material selection involving metallic and Non-metallic piping systems.</li><li>Participate in material selection and corrosion review sessions to ensure suitable materials for service conditions.</li><li>Review and approve technical deliverables (isometrics, P&IDs, BOMs, MOC/Change Notes, design change requests, technical queries).</li><li>Demonstrated knowledge of the Material Tracking throughout the project cycle.</li><li>Understand the MOC process and employ effective change management throughout the lifecycle of the project</li><li>Contribute to Lesson Learnt from the Project</li><li>Report to Department Manager/ Lead Engineer for the project.</li></ul><br><p><b>Experience</b></p><br><br><ul><li>12+ years of experience in Concept, FEED and Detail Engineering and EPCM experience in the Oil & Gas industry.</li><li>Experience in Middle East clients like ADNOC, BP, BOC, PDO, Total Energies & Qatar Energies others are highly preferred.</li><li>Familiarity of Onshore and Offshore facilities and carried out Greenfield and Brownfield Projects.</li><li>Experience in working with multicultural project teams across the various project execution center’s</li><li>Familiarity with international piping codes and standards such as ASME B31.3, ASTM, API, and NACE MR0175/ISO 15156.</li></ul><br><p><b>Qualifications</b></p><br><br><ul><li>Master or Bachelor of Engineering in a related field.</li><li>Professional membership or relevant certifications (e.g., PE/Chartered Engineer) are a plus.</li><li>Certification related to piping design or stress analysis is advantageous.</li></ul><br><p><b>Technical Skills</b></p><br><br><ul><li>Strong background in piping design, engineering, stress analysis, and support design.</li><li>Proficiency with piping design software and calculation tools (e.g., CAESAR, AutoPIPE and 3D modeling tools).</li><li>Technical experience to prepare manhours estimation for different types of piping activities & deliverables of different phases of the project like Select phase, FEED & Execution etc.</li><li>Familiarity with codes, standards, regulations and practices applicable to the design and construction of Various facilities.</li><li>Hands on knowledge of codes and standards relevant to piping.</li><li>Experience with high-pressure piping, thermal insulation, coatings, and corrosion considerations.</li><li>Diverse working experience in project management, conceptual, FEED and detailed design, and construction.</li><li>Knowledge of Interdisciplinary Work Processes/Interface/Deliverables</li><li>Responsible for the training and development of engineers in his/her Team.</li><li>Adherence to company processes and procedures and handle internal and external project audits.</li><li>Proven experience in vendor qualification, technical bid evaluation, and factory audits.</li></ul><br><p><b>Soft Skills</b></p><br><br><ul><li><b>Communication:</b> Clear, concise communication with technical and non-technical stakeholders.</li><li><b>Problem Solving:</b> Proactive identification and mitigation of piping-related risks.</li><li><b>Project Management:</b> Planning, scheduling, risk management, and deliverable tracking.</li><li><b>Influence & Collaboration:</b> Effective collaboration with clients, vendors, and internal teams.</li><li><b>Adaptability:</b> Comfort in dynamic project environments and changing technical requirements.</li><li><b>Attention to Detail:</b> Rigorous approach to reviews, calculations, and documentation.</li><li><b>Safety Mindset:</b> Commitment to health, safety, and environment (HSE) standards.</li><li><b>Critical Thinking: </b>Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems</li></ul><br><br><br> </div>
