The role will be responsible for undertaking HSE assessments, supporting Safety studies, developing technical deliverables and providing engineering expertise to multidisciplinary teams involved in the operation and maintenance of oil and gas facilities. The successful candidate will work as part of Wood's Iraq team and contribute to the ongoing Saftey, reliability and performance of critical production assets.</p><p>Core Responsibilities:</p><ul><li>Review and acceptance of the Contractors HSE plan.</li><li>Ensure the implementation of the Project HSE Management System (plans, procedures and specifications) and Contractual Security Requirements for all aspects of the work.</li><li>Ensure that Operational HSE requirements are fully addressed in all aspects of design and that the design complies with TOTAL HSE Company Rules and General Specifications.</li><li>Maintain a high awareness of industry and professional best practices.</li><li>Provide specialist advice, supports and technical assistance to the Project Manager and Construction Manager on HSE matters.</li><li>Monitor the DBOOM contractor, Pipeline installation contractor and subcontractor s activities to ensure adherence to HSE requirements.</li><li>Review all HSE procedures and follow up their strict implementation on Project scope and work sites.</li><li>Take part to the Permit to Work daily and Toolbox Talks related to work activities.</li><li>Full awareness of SIMOPS dossiers for simultaneous operations between Operations and Project.</li><li>Participate in Job Risk Assessment, request new JRA s, review, propose and ensure adequate risk mitigation measures, in full consideration of site operations.</li><li>Ensure Job Risk Assessment findings are communicated, understood and implemented on site.</li><li>Assist to Site Construction Project team with effective control on site construction yards (e.g., accommodation hygiene, potable water management, handling of chemicals/COSHH, H2S, health surveillance, management of hazardous substances, lifting etc.).</li><li>Assist with supporting the required HSE competencies across the Site Construction Project team: support HSE Superintendent, APLO/SLS with organization trainings of the personnel on site.</li><li>Participate in the preparation of material to enhance awareness on any areas for improvement.</li><li>Ensure implementation of the incident / accident management system (reporting analysis, recommendations, development, of action plans and monitoring implementation.</li><li>Conduct, Coordinate, participate and monitor all HSE audits, reviews, incident and accident investigation, etc.</li><li>Assist with preparation and delivery of bridging documents to support the project teams</li></ul><p><strong>Desired Candidate Profile</strong></p><p>Expected: Bachelor s degree in engineering or construction field. 10 to 15 years of experience in the oil industry, with significant experience in HSE Management. The standard of delivery expected is that of a national event attended by senior government officials, the diplomatic community and senior ILO representatives.</p><p>The service provider will be responsible for ensuring the smooth organization of the event, including venue arrangements, interpretation services, catering, meeting materials, media and visibility requirements, participant support, and all related logistical coordination in line with ILO standards.</p><p>Registration opens at 08:30 hrs. Key Areas of Responsibility:

A solid knowledge of performance management tools, techniques, and utilizing ‘state of the art’ technology, is vital, along with the ability to forge relationships with peers and customers.
Key Areas of Responsibility:
a) Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual, the ICAA National Civil Aviation Security Training Program (NCASTP) and the MOI Rules of Engagement.
b) Lesson Plans & Courses : Assist in the development, and then deliver comprehensive ground security Response training programs, including lesson plans, exercises and instructional materials for all identified training courses – specifically the core regulated security courses for a Response Team Security Officer (RSO), the supervisory and specialist courses for the experienced Response staff (RSS), incident management, Rules of Engagement and for all airport staff the General Security Awareness Training (GSAT) and customer service courses. Create and conduct training sessions on Response Team security protocols, procedures, and regulations.
c) Course Preparation & Delivery : Organize and prepare all courses to international standards, quality checked against stated learning objectives, then delivered in the national language of Iraq or, when required, in English. (Ensure all courses, lesson plans, examinations and power point presentations are written in Arabic and English).
d) On-Boarding Induction: Assist the HoS Security Training in the conduct of effective induction and orientation sessions for all new security hires.
e) Weapon Training: Deliver basic Weapon Training modules to Ground Security Staff including: the safety and operation of weapons, ammunition, marksmanship, dry shooting training, basic tactics and Rules of Engagement.
f) Range Shoots: Assist the HoS Response Team (QRF) (Range Conducting Officer), and Range Safety Officers in the conduct and supervision of the 6-monthly range shoots for all Response Team personnel.
g) Incident Response Training: Educating staff on how to handle various security incidents, from minor infractions to serious breaches.
h) Instructional Design: Apply instructional design methodologies to improve training effectiveness and job performance.
i) Examinations: Ensure that all courses and examinations are delivered to the standard, content and required level of knowledge; that examination results are rigorously evaluated & appropriate remedial action initiated where necessary.
j) Course Certification: Issue course certificates to successful candidates after course completion.
k) Maintaining Records: Maintain accurate records of all training activities, certifications, and employee progress and ensure that staff and training records are properly filed and secured in accordance with Training Manual procedures.
l) Methods: Deploy a wide variety of interactive and hands-on training methods, such as simulations and role playing, using visual exercises, varying incident scenarios, and both field and table top exercises, to make learning more engaging & practical.
m) Workshops: Assist in organizing GNDSEC workshops and seminars to meet the practical aspects of training needs and staff development.
n) Mentorship & On-the-Job training: Provide on-the-job training and mentorship to new staff, offering feedback and addressing areas of low performance.
o) Assess and evaluate trainees: Monitor and assess the progress of trainees, providing feedback and guidance to ensure they meet the required standards.
p) Maintain training materials: Update and maintain training materials to ensure they are current and effective.
q) Currency: Keep current with the latest developments, training trends and industry best practices in airport operations, security regulations, and training methodologies to ensure that the training syllabuses are current and effective.
r) Collaborate with stakeholders: Work with the HoS Security Training and with HoS Response, to ensure that training programs and courses meet organizational needs.</p><p>Education: Ground Security Instructor or equivalent, Ground Security Supervisor, Weapon Training Instructor, Managing Safely (IOSH) or equivalent, Protective Security Diploma or equivalent.

<p>Job description:
• The incumbent is responsible for the management and supervision of all airside operations activities at Karbala International Airport (KIA), requiring specific technical competencies, skills and behavioral attributes, ensuring a safe, secure and efficient airside environment in full compliance with applicable national regulations and ICAO SARPS, including oversight of airside safety, permits and licensing, wildlife and landscaping and standards training and development Sections.
Human and Technical Resources
• Ensures that subordinate Sections have the necessary and appropriate number of staff to provide the services and tasks within airside operations, and that they have received training on the competencies and skills required for their functions;
• Determines and evaluates that the Sections within ASO Department have the necessary number and type of equipment required for operational tasks, that they are properly maintained, and that they are in good and safe operating condition;
• Plans, coordinates and supervises the execution of all operational activities within the ASO Department, including AMG, SST, PEL and WLS Sections;
• Implements and enforces the approved corporative policies within the Airside Operations Department;
Planning and Programmes
• Develop, implement and maintain the ASO Manuals and all associated airside standard operational procedures (SOPs), in compliance with ICAA ICAR 12, ICAO Annex 14 SARPs, and KIA requirements; ensure periodic review, update and formal approval of all operational documents.
• Coordinate the preparation, review and approval of all ASO SOPs, and Work Instructions (WIs) for all sections (AMG, SST, PEL and WLS), ensuring alignment with the AOM and applicable regulatory requirements.
• Develop and maintain the ASO Annual Training Programme, covering initial qualification, recurrent and competency-based training for all ASO staff, including airside safety, airside driving, wildlife hazard management and standards, in compliance with ICAA and ICAO SARPS.
• Prepare and maintain the Airside Contingency Plan covering abnormal and disrupted airside operations scenarios, including runway and taxiway closures, FOD events, wildlife strikes, and airside emergencies; ensure alignment with the Airport Emergency Plan (AEP) and that all ASO staff are trained on their respective roles and procedures.
• In coordination with the E&M Department, support the development of the ASO Equipment and Vehicle Maintenance Plan, defining preventive maintenance schedules, inspection cycles and replacement planning for all ASO operational equipment, airside vehicles and specialist tools assigned to the department.
• Prepare and submit the annual ASO Plan, including operational objectives, KPIs, resource needs and CAPEX/OPEX proposals, aligned with airport strategic goals; monitor progress and report to the Airport Operations Director.
Core Operational, Corporate and Compliance Activities
• Develop, implement and review airside operational manuals, procedures and instructions to ensure safe and efficient airside operations at KIA.

Iraq ratified the Paris Agreement on January 14, 2021. In October 2021, the Government of Iraq (GoI) signed their first National Determined Contribution (NDC), which has been presented at the COP26. The Government of Iraq has requested UNDP support in implementation of the NDC, including through capacity development, advisory for sectoral planning and formulation of related strategies, frameworks, and instruments. </span></p><br> <p><span>UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). As an Implementing Agency, UNDP offers countries highly specialized services for eligibility assessment, project formulation and due diligence, co-financing mobilization, implementation oversight, results management and evaluation, and knowledge management.</span></p><br> <p><span>Iraq faces significant environmental and public health risks associated with persistent organic pollutants (POPs), hazardous chemicals, obsolete pesticides, polychlorinated biphenyls (PCBs), unintentional POPs (UPOPs), industrial POPs (IPOPs), and chemically contaminated sites. Previous assessments identified substantial quantities of obsolete pesticides and potentially PCB-contaminated electrical equipment and highlighted significant technical and institutional capacity gaps in chemicals and contaminated-sites management.</span></p><br> <p><span>The Government of Iraq is a Party to major international chemicals and waste conventions, including the Stockholm, Basel, Rotterdam and Minamata Conventions. Iraq has previously developed a National Implementation Plan (NIP) under the Stockholm Convention; however, the existing NIP requires updating to reflect newly listed POPs, improved inventories, updated risk information, institutional developments and current national priorities.</span></p><br> <p><span>The Integrated Persistent Organic Pollutants (POPs) and Chemical Hotspots Management Project, therefore adopts an integrated approach combining:</span></p><br> <ul> <li><span>strengthening the national framework for POPs and hazardous chemicals management;</span></li> <li><span>updating the national POPs inventories and National Implementation Plan;</span></li> <li><span>strengthening laboratory, inspection, monitoring and institutional capacities;</span></li> <li><span>environmentally sound management and disposal of obsolete pesticides;</span></li> <li><span>management and disposal/phase-out of PCB-contaminated equipment, oils and waste; and</span></li> <li><span>assessment and remediation planning for priority chemical pollution hotspots</span></li> </ul> <p><span>The project comprises three components. Component 1 focuses on improved management of POPs and hazardous chemicals; Component 2 focuses on high-risk POPs in the agriculture and power sectors; and Component 3 addresses chemical pollution hotspots and contaminated sites.</span></p><br> <p><span>Implementation will require extensive technical assistance, consultancy services, procurement of laboratory and field equipment, hazardous waste management services, capacity building, site assessments, remediation planning and policy/regulatory development.</span></p><br> <p><span><strong>Scope of Work </strong></span></p><br> <p><span><strong>LEAD ENVIRONMENTAL AND SOCIAL SAFEGUARDS COMPLIANCE AND RISK MANAGEMENT </strong></span></p><br> <ul> <li><span>Lead and coordinate implementation of the World Bank Environmental and Social Framework (ESF), the project Environmental and Social Commitment Plan (ESCP), applicable Environmental and Social Standards, UNDP Social and Environmental Standards, and relevant national environmental, occupational health and safety, labour and stakeholder-engagement requirements.</span></li> <li><span>Establish and maintain a project-level environmental and social safeguards compliance and assurance system covering technical studies, field investigations, sampling, laboratory activities, procurement, transport, temporary storage, treatment, disposal, contaminated-site work and contractor operations.</span></li> <li><span>Review project activities and procurement packages for environmental and social risks and advise the Project Manager and UNDP on the safeguards instruments, mitigation measures, monitoring requirements and contractual provisions required before implementation.</span></li> <li><span>Review and provide technical clearance/advice on Environmental and Social Management Plans, site-specific management plans, occupational health and safety plans, waste-management plans, emergency preparedness and response arrangements, technical quality assurance framework covering all project components, with defined review gates, technical acceptance criteria, peer-review requirements, corrective-action tracking and documentation of technical clearances.</span></li> <li><span>Review and advise on the technical adequacy of major Terms of Reference, scopes of work, technical specifications, sampling and analytical protocols, technical designs, bidding documents and evaluation criteria before procurement or implementation.</span></li> <li><span>Review consultants’ and contractors’ inception reports, methodologies, work <p><span><strong>TECHNICAL ASSESSMENT AND QUALITY ASSURANCE OF POPS, HAZARDOUS CHEMICALS, PCBs AND OBSOLETE PESTICIDES </strong></span></p><br> <ul> <li><span>Provide senior technical review of national inventories and assessments of industrial POPs (iPOPs), unintentionally produced POPs (uPOPs), POPs pesticides, obsolete pesticides, newly listed POPs and other priority hazardous chemicals.</span></li> <li><span>Assess whether inventory methodologies, data sources, sampling strategies, analytical methods, laboratory QA/QC and data-management systems are consistent with Stockholm Convention guidance and internationally accepted practice.</span></li> <li><span>Review characterization, classification and prioritization of POPs stocks, waste streams, contaminated materials and exposure pathways, and ensure that inventory findings are appropriately reflected in risk-reduction measures, management plans and the updated National Implementation Plan including proposed mobile or fixed treatment technologies where applicable.</span></li> <li><span>Review technical arrangements for PCB collection, draining, packaging, labelling, temporary storage, transport, treatment and final disposal, ensuring cradle-to-grave tracking and adequate documentation.</span></li> <li><span>Provide technical review of obsolete pesticide stockpile assessments, site characterization, sampling and analytical results, risk assessments and proposed management/disposal strategies.</span></li> <li><span>Assess the technical and environmental suitability of packaging, containment, temporary storage, transportation, treatment and disposal options, including in-country and transboundary disposal arrangements.</span></li> <li><span>Review qualifications, methodologies oversight and independent review of national hotspot identification and prioritization and detailed assessment of priority chemical contamination sites.</span></li> <li><span>Review conceptual site models, investigation designs, sampling plans, laboratory analytical programmes, data-quality objectives, hydrogeological assessments and contaminant fate-and-transport analyses.</span></li> <li><span>Review human health and ecological risk assessments, including exposure pathways, receptors, uncertainty analysis and risk-based prioritization.</span></li> <li><span>Assess remediation
